Both islands sell the same thing on paper — a warm sea, a boat, a reef — and choosing between them by photographs is hopeless, because the photographs are interchangeable. What is not interchangeable is how much choice each island gives you, how far the pier is from your hotel, and what a whole boat costs. On those three questions they answer very differently.

Which island suits a first trip to Thailand?
Phuket, if you want the widest choice and the lowest entry price: Phuket has 26 sea trips against 12 on Samui, and the cheapest Phuket outing is ฿1,000 (≈ $28) per person against ฿2,300 (≈ $64) on Samui. Samui, if you want short distances and quiet: its two marine parks start from piers 10–35 minutes from the main beaches, with the hotel transfer inside the price.

The honest count: 26 against 12
Samui is not Phuket's equal in choice and there is no point pretending. The gap is not evenly spread, though: it is concentrated in the categories where you steer something yourself.

Read the last two rows carefully. Wakesurf exists on Phuket and not on Samui; kitesurf exists on Samui and not on Phuket. That is a real difference in what the two coasts are shaped for, not an accident of stock.
Where Samui genuinely wins: the pier is next to your hotel
Samui has two marine parks inside a morning's reach, and both start on the island. Ang Thong by speedboat is ฿2,300 (≈ $64) per person plus a ฿300 (≈ $8) park fee, leaving the operator's own pier at Bangrak — about 10 minutes from Chaweng, 11 from Bophut and the airport, 33 from Lamai. Koh Tao and Koh Nang Yuan go from the same pier for the same ฿2,300.
Compare that with Phuket's marquee day. The Similan diving trip picks you up on Phuket but the boat leaves from Thap Lamu pier, which is in Khao Lak in Phang Nga province — not on Phuket at all. The operator states 1.5–2 hours by road: roughly 97 minutes from Kamala, 103 from Phuket Town, 109 from Patong and 120 from Kata, then another 90 minutes by boat.
Tip
if your holiday is short, count the road time before the boat time. On Samui a marine-park day starts and ends on the island; the equivalent Phuket day can spend four hours in a minivan before anyone gets wet.
Samui also has the kayak version of the same park. The Bluestars kayak day is ฿2,800 (≈ $78) per person with the park fee already included, an eleven-hour day from Nathon pier built around two paddling sessions rather than one. Phuket has kayak days too, but none of them paddles inside a marine park an hour from your hotel.
Where Phuket wins: the floor price and everything you steer yourself
Two things Phuket does that Samui cannot match. The first is the entry price: mangrove kayaking at Tha Maphrao is ฿1,000 (≈ $28) per person for two and a half hours, and Samui has nothing under ฿2,300 (≈ $64). The second is the whole-boat floor: a private longtail charter is from ฿9,900 (≈ $274) for the four-and-a-half-hour half day to the Kai Islands, while the cheapest whole boat on Samui is ฿22,000 (≈ $609) for three hours at sunset.
Phuket also carries the names people arrive already wanting. James Bond Island with sea canoes is ฿4,500 (≈ $125) per person, Phi Phi with Maya Bay and Bamboo Island ฿3,900 (≈ $108), and the cheapest island day, Coral and Racha by speedboat, ฿2,500 (≈ $69). Samui has no equivalent brand-name island.

more choice also means more crowd. The names above are the ones every boat on the island runs to, and the busiest hours at Maya Bay are the ones your speedboat is scheduled into.
Diving: Sail Rock against the Similans
This is the closest fight of the two islands. Samui's answer is Sail Rock: ฿4,650 (≈ $129) per person for two dives on a granite pinnacle that rises from 40 metres to about 4 below the surface, roughly 50 minutes by speedboat from the operator's pier, with a vertical chimney, barracuda schools and regular whale-shark sightings. Certified divers only, minimum age ten, maximum depth 30 metres.
Phuket answers with volume rather than with one rock: four dive days against three, including the Similans at ฿4,900 (≈ $136), Phi Phi at ฿3,900 (≈ $108) and Racha Yai at ฿3,690 (≈ $102). Cheaper per dive day, and more sites to work through over a week.
A first dive costs the same on both
Both islands charge exactly ฿5,900 (≈ $163) for a first dive without a certificate — Samui's runs off Koh Tao, Phuket's off its own coast. On price there is nothing to choose between them, which makes the deciding factor the road: Samui's try dive leaves from Bophut, Phuket's from Chalong.
Which island fits which traveller?
- Seven days or fewer — Samui. Short transfers mean a marine-park day costs you a day, not a day plus four hours of road.
- Two weeks and a long list — Phuket. Twenty-six trips is enough to fill a fortnight without repeating a boat.
- Tight budget — Phuket. ฿1,000 (≈ $28) against ฿2,300 (≈ $64) at the bottom of the range.
- A group taking a whole boat — Phuket. From ฿9,900 (≈ $274) for a half day against ฿22,000 (≈ $609) for the cheapest private hull.
- Wind sports — Samui for kitesurf, Phuket for wakesurf. There is no overlap.
- Certified divers chasing one big site — Samui, for Sail Rock. Chasing many sites — Phuket.
