Koh Nang Yuan charges ฿250 per adult, and it is not in the ticket of the boat that stops there. The Early Bird trip skips the island, so nothing is due.

What does a snorkelling morning cost?
On Koh Tao, Oxygen's Early Bird boat costs ฿990 (≈ $27) per adult for four bays from 08:00 to noon, with hotel pickup, mask, snorkel and a lunch box, and no island fee because it skips Koh Nang Yuan. Children over 3 pay ฿690.
The same operator's premium boat costs ฿1,390 (≈ $38) per person, takes at most 25 guests and stops for an hour and a half on Koh Nang Yuan, with a Thai buffet lunch; the ฿250 island fee is paid in cash on the day. From Koh Phangan, The Dive Inn sells a snorkeller's place on its Sail Rock dive boat for ฿1,700 (≈ $47), with breakfast, lunch, gear and insurance but no guide in the water.
What does diving cost?
Off Koh Tao, two fun dives at Crystal Dive cost ฿2,200 (≈ $61) with full gear, a computer and 30-day insurance, on a morning or afternoon boat.
Sail Rock is a full day from either island. From Koh Tao it costs ฿2,900 (≈ $80) with Simple Life Divers for two dives and lunch, or ฿4,000 (≈ $111) with Big Blue Diving for three dives and two meals; from Chaloklum on Koh Phangan, ฿3,200 (≈ $89) with Sail Rock Divers for two dives, gear and two meals, about an hour away.
Without a licence, a try dive costs ฿2,500 (≈ $69) on Koh Tao with Simple Life Divers or ฿4,200 (≈ $116) for a full day with The Diver's Boat on Koh Phangan, which takes at most two students per instructor. Apnea Total's two-day Freediver course costs ฿7,000 (≈ $194).
