Private boat tours in Hurghada are priced per boat, not per head, and the range is €100 to €160. Two people therefore pay the same as eight.
Royal Cruise Hurghada also sells seats on shared group boats, $45 or $50 per person. Snorkelling equipment is in every one of these prices.
Where the operators differ is transfer and food: Serenity includes hotel pickup and drop-off, soft drinks and photos; Bullet does not include a hotel pickup, drinks or lunch — you come to Hurghada Marina for a 09:00 start and bring your own food. Royal Cruise includes hotel pickup in Hurghada and a buffet lunch on both group trips.

We had such an incredible day on the boat with Rambo and Islam. Honestly, it was one of the best experiences of our trip. We stopped to snorkel in two different spots and both were beautiful. The water was crystal clear and full of life. We also visited the white beach, which was absolutely stunning.
Best tour ever with a fantastic captain (Achmed) and guide (Islam). On arrival at Dolphin House we spotted right away 4 dolphins. We snorkeled with them for 15 minutes and they were within 1 meter from us. We were so lucky! Then snorkeled at a reef with nice coral and plenty of fish.
We had an amazing experience with Bullet Boats today! The trip was absolutely perfect and everything was very well organized. The boat driver was extremely friendly, professional, and clearly very good at his job, which made the whole experience even more enjoyable. I can highly recommend booking.

Two destinations, three operators, and one pricing rule on the private boats that makes the size of your group almost irrelevant. Take them in that order.
Orange Bay is an island stop: the boat crosses, you land, the island ticket is what you are paying for on top of the boat, and the day is about the beach and the shallow reef around it. Dolphin spotting is a search: Bullet gives 45 to 90 minutes of looking plus two snorkelling stops, Serenity runs four hours to the Dolphin House. Nobody promises you dolphins, and any operator who does should worry you.
Serenity is the bundled option: hotel pickup and drop-off, soft drinks, snorkel gear, a guide and photos are all inside €150 or €160 for a boat of up to eight, and the guide works in English or German.
Bullet is the bare-boat option: €100 or €160 for the boat, with snorkel gear, life jackets, skipper and fuel included, and everything else — the drive to the marina, snacks, lunch — on you. Up to nine fit on the largest boat in the fleet, so ask how many seats this particular trip takes when you book. Bullet's guides work in English, Russian, German and Arabic.
On the private boats, no: the price does not change with the count. Bullet's half-day to Orange Bay is the cheapest of the four private boats at €100 for up to five hours, and it is the same €100 whether two of you go or the boat is full. A couple who wants a private boat should read the per-boat price the way a group of eight does — as the whole cost of the day.
One or two travellers can instead buy seats on Royal Cruise's shared group boats: $45 per person to Orange Bay, $50 to Dolphin House.
